While researching on the documentation needed to get the passport, just clicking on various links on the Federal Police and found this very interesting text. worth checking out:


States are sovereign to establish policies for the admission of foreigners into their territories. International standards guaranteeing the right of everyone to leave their own country and return to it without embarrassment, but not to enter freely in others. There are limits, therefore, for the operation of the Ministry of Foreign Affairs regarding the entry of Brazilians abroad. Even if the visas are not a guarantee, but an expectation of rights. Enquanto pesquisava sobre a documentação necessária para tirar o passaporte, acabei clicando em vários links na página da Polícia Federal e achei esse texto muito interessante. vale a pena conferir:

As normas internacionais garantem a todos o direito de partir do próprio país e a ele regressar sem constrangimentos, mas não de ingressar livremente em outros. Mesmo os vistos não constituem uma garantia, mas sim uma expectativa de direito.
